The Goa Coastal and Environment Management Society (GC&EMS) has initiated the development of a unified single-window portal to streamline and automate processes across various departments, boards, and authorities under the state’s Department of Environment and Climate Change. An Expression of Interest has been issued, calling for bids until April 3 from technology firms to construct and implement the project on the Software as a Service (SaaS) model. The proposed platform aims to consolidate functions such as online applications for approvals, public grievance redressal, court case management, and meeting logistics under a single umbrella.
Key entities to be integrated include the Goa Coastal Zone Management Authority, the State Environment Impact Assessment Authority, the State Biodiversity Board, the State Wetland Authority, and others under the Department of Environment and Climate Change. GC&EMS officials emphasise that the core objective is to establish a true single-window system for all environment and climate change-related clearances, registrations, and grievance handling across Goa.
This initiative will empower citizens, businesses, and government agencies to seamlessly apply online, pay fees, track status, and receive approvals through a user-friendly mobile app and web portal, eliminating the need for physical documentation and visits to multiple offices.
